If you could relate them to the private sector, they are just like a junior role then into medium/intermediate role, then into more a management kind of role. The APS levels are from 1-6, then you go to EL (executive level) and SES (senior executive services). Graduates come into PM&C at APS 3.
APS 3 level resembles an intern level and APS 4 is a little bit of a step up from that with a bit more responsibility. APS 5 and 6 levels are where your policy advisors are—you're responsible for portfolio/s or supervising graduates and interns from the new cohort. You might progress to APS 4 after your two years in the grad program, but there's always the opportunity to progress straight to APS 5 or 6 at PM&C!
